- Abstract
- Swedish citizens of African descent, also known as afro Swedes, is a minority exceptionally exposed to different forms of racism, hate crimes and discrimination in society. From a perspective inspired by Helen Ingram and Anne Schneider's theory on the social construction of target populations, the construction of Afro Swedes in policy is evaluated in this paper. A thorough examination of the policy regarding the removal of the term race from Swedish legislation shows a positive construction of the target group. The same conclusion is reached in the policy to counteract afrophobia, but since the target population has had little to no possibility to affect policy the measures in policy remain insufficient. It is also noted that in the matter of the term race in legislation people who hold racially motivated ideas are negatively constructed. In some parts of policy officials seem to prefer to come across as directing punishment towards the negatively constructed racists rather than directing benefits and sufficient policy towards the positively constructed afro Swedes.
