- Abstract
- During the last 30 years the Swedish defence policy has shifted from a policy of neutrality to a policy of solidarity. In connection to this shift in policy the direction of the defence went from domestic to international and then back to domestic again. This paper seeks to examine how these shifts of direction has affected the methods of the military instrument of power.
Through strategic theory, this paper describes the use and variation of different methods on the Swedish political military strategy level over the past 30 years. This paper then seeks to explain what influences has caused the variation of methods. The deductions I have made is that both the strategic context and international institutions affects the methods. The influence varies however in both extent and time over the past 30 years. In summary the strategic context tends to affect the methods more when the security situation in the region is perceived as disadvantageous, at such times the dominant methods tends to emphasis domestic defence. Conversely international institutions tend to affect the methods to a greater extent when the security situation in the region is perceived as favorable, the dominant methods are then international operations.
