- The historical development of modern Swedish regional development policy indicates a con-tinuous contradiction between two underlying arguments of what constitutes the raison d’etre of regional development policy. Economic growth and territorial cohesion exemplifies con-trasting goals and ambitions prevalent in the historical development, as well as in the regional growth and development policy of today. The regional growth and development policy pro-motes regional actors to key players on the economic arena, in a national as well as a Euro-pean context, making priorities emanating from these actors significant for the regional eco-nomic development. - The historical development of modern Swedish regional development policy indicates a con-tinuous contradiction between two underlying arguments of what constitutes the raison d’etre of regional development policy. Economic growth and territorial cohesion exemplifies con-trasting goals and ambitions prevalent in the historical development, as well as in the regional growth and development policy of today. The regional growth and development policy pro-motes regional actors to key players on the economic arena, in a national as well as a Euro-pean context, making priorities emanating from these actors significant for the regional eco-nomic development. An initial discussion of the historical emergence of modern Swedish re-gional growth and development policy expand into a conceptualisation of inter-regional bal-ance in terms of polycentrism and polycentricity. Thus, a case-study of how the region of Kronoberg’s development policies relates to the two contrasting ambitions prevalent in the re-gional growth and development policy and the European cohesion policy in terms of polycen-trism and polycentricity sheds light on how overall regional growth and territorial cohesion is negotiated in today’s regional planning practice.
The contrasting ambitions between creating conditions for growth in parts of the re-gion and creating conditions for growth in the whole region is in the development policies of Region Kronoberg formulated in terms of an increased functional division between primarily the stronger areas of Växjö, Älmhult and Ljungby.
