The viewpoint of the thesis is planned creativity with following research questions 1.1 How do the actors describe the Norra Grängesbergsgatan and its future? 1.2 How do the actors describe the role of creativity in the project? 1.3 How is the project organized? 1.4 How do the actors look upon inclusion of different actors in the project in the development of Norra Grängesbergsgatan?. The aim of the thesis is to analyze planning bottom-up and top-down, and if these ways can be combined without limitations. In this case grassroots are seen as bottom-up actors and municipality planning as top-down. The theoretical view of the thesis originates from research on public private partnerships and municipality politics on a local scale, as well as a global paradigm regarding economy and culture politics. The methodology contains of interviews with five actors in the project Norra Grängesberg gatufesten; project leader, coordinator, the public private partnership BID-Sofielund, one property owner as well as the social center Kontrapunkt, the latter who officially has criticized the project. The analysis presents four perspective concerning the role of grassroots in municipality planning: the view on the future of the area, creativity and capital, democracy, participation and agency and depolitisation of the narrative. The conclusion the author is argumenting that the role of grassroots in the Norra Grängesberg gatufest is motivated by economic growth, where white and creative class is desired and where the grassroot organisations of the city are limited in the collaboration with municipality and public private partnerships.
