Husby faces great challenges for safety and equality in the public space. Women report that they can not move freely at the city center without feeling oppressed and insecure, and a sense of powerlessness is found among the residents. In 2015 the state-owned housing company Svenska
bostäder started up a project called Praxagora, with an aim to create a safe and including public space. To achieve this feminist urban planning is used. It also address the degree of citizens' power in the area. To portray this, I have conducted interviews with citizens and analysed previous interviews with local politicians
and planners. Theories within feminist geography is used to explain how equal societies can be created. Theories within communicative planning is used in order to critically review the civil dialogue. Finally the theory ‘A Ladder of Citizen Participation’ is used to describe to what
degree of citizen power the inhabitants possess. This study shows that the project was not implemented with the same participaction and inclusion they claimed it would and that the citizens only had a symbolic participation role. The findings of the Praxagora analysis can be an
aid in the design of future studies on how civil dialogue can be conducted, when planning is based on the inhabitants experiences. (Less)
