Abstract
Today it has become a trend to densify cities instead of allowing them to grow outwards. Densification has many advantages, a dense city provides a basis for better service and denser public transport, which can lead to more sustainable cities. However, building dense also has its disadvantages. By densifying cities, more people gather on a smaller area. This result in more children on a smaller area which generate a need for more schools and, together with densification, this means less space in cities to build new schools and thus less space for children.

Densification has many advantages, a dense city provides a basis for better service and denser public transport, which can lead to more sustainable cities. However, building dense also has its disadvantages. By densifying cities, more people gather on a smaller area. This result in more children on a smaller area which generate a need for more schools and, together with densification, this means less space in cities to build new schools and thus less space for children.

It is up to each municipality to set its own guidelines for recommended area of schoolyard per child in their municipality. When planning land in central places schoolyards are not always a priority. Schoolyards therefore tend to get smaller and several municipalities have begun to co-utilize schoolyards and parks to solve the problem of lack of land in central locations.

The purpose of this master thesis is to investigate how some of Sweden's municipalities are working with co-utilization of schoolyards and parks and how the co-utilization can be regulated in detailed development plans and how these plans can be implemented.

The master thesis study focuses on examining how Sweden’s ten highest populated municipalities work with detailed development plans where schoolyards and parks are co-utilized. The study was conducted by collecting detailed development plans from the municipalities and studying how the co-utilization of schoolyards and parks has been resolved in each plan. The solutions from the studied detailed development plans differ and therefore the authors chose to categorize these solutions into three different types; public space used as a schoolyard, development district planned as S, school where schoolyard is used by the public after school hours and development district which is not planned as S, school.

The master thesis study resulted in a discussion and conclusion. It was found that the co-utilization of schoolyards and parks is a new phenomenon and something that has increased a great interest in several municipalities. There is a problem with co-utilizing schoolyards and parks because schoolyards are development district and parks are public spaces in detailed development plans. Co-utilization of schoolyards and parks is a good solution to solve the problem of lack of land in central locations and to achieve a more efficient land use. A guide about how municipalities could work with co-utilization of schoolyards and parks in detailed development plans should therefore be developed so co-utilization of schoolyards and parks can be more easily used. Det råder idag en trend att förtäta, det vill säga bygga tätt i städer istället för att låta städer växa utåt. Det finns många fördelar med att förtäta då en tät stad ger underlag för bättre service och tätare kollektivtrafik vilket därmed kan leda till mer hållbara städer. Men det finns också nackdelar med att bygga tätt. Genom att förtäta städer samlas fler människor på mindre ytor och därmed också fler barn på mindre ytor. Fler barn genererar ett behov av fler skolor och tillsammans med förtätning innebär detta att det finns mindre plats i städer till att bygga nya skolor och därmed mindre utrymme för barn.

Det finns många fördelar med att förtäta då en tät stad ger underlag för bättre service och tätare kollektivtrafik vilket därmed kan leda till mer hållbara städer. Men det finns också nackdelar med att bygga tätt. Genom att förtäta städer samlas fler människor på mindre ytor och därmed också fler barn på mindre ytor. Fler barn genererar ett behov av fler skolor och tillsammans med förtätning innebär detta att det finns mindre plats i städer till att bygga nya skolor och därmed mindre utrymme för barn.

Barn i förskola bör ha tillgång till 40 m2 friyta per barn och barn i grundskola bör ha tillgång till 30 m2 friyta per barn för att kunna utöva lek och rekreation. Detta är inget krav men något att sträva efter för att barn ska kunna få den stimulans de behöver. Det är upp till varje kommun att ange egna riktlinjer för hur stora friytorna bör vara i deras kommun. Detta kan innebära att skolgårdar inte alltid prioriteras när det gäller kommunernas planläggning av mark i centrala lägen. Skolgårdar tenderar att bli allt mindre och flera kommuner har därför börjat att samutnyttja skolgårdar och parker för att lösa bristen på mark.

Detta examensarbete syftar till att utreda hur vanligt samutnyttjande av skolgård och park är i några av Sveriges kommuner samt hur samutnyttjandet kan regleras i detaljplaner och hur detaljplanerna kan genomföras. Eftersom skolgårdar planläggs som kvartersmark och parker som allmän plats i detaljplaner finns en oklarhet i hur samutnyttjandet kan lösas.

Examensarbetets studie fokuserar på att undersöka hur landets tio största kommuner sett till befolkningsmängd arbetar med detaljplaner där skolgårdar och parker samutnyttjas. Anledningen till att författarna valt att fokusera på dessa kommuner är att samutnyttjande av mark torde vara mer förekommande i kommuner med hög befolkning. Förtätning och brist på mark i centrala delar bedöms vara mer vanligt i större städer. Studien genomfördes genom att samla in detaljplaner från kommunerna och studera hur samutnyttjandet av skolgård och park har lösts i respektive plan. Kommunernas lösningar skiljer sig åt och har kategoriserats i tre olika typfall; allmän plats som används som skolgård, kvartersmark planlagd som S, skola där skolgård används av allmänheten efter skoltid och kvartersmark som inte är planlagd som S, skola.

Under examensarbetets gång har även detaljplaner från två andra kommuner studerats. Det ansågs intressant för arbetets studie att visa att samutnyttjande av skolgård och park även sker i andra kommuner än de tio största sett till befolkningsmängd.

I examensarbetets diskussion och slutsats konstaterades det att samutnyttjande av skolgård och park är ett relativt nytt fenomen och något som väckt ett stort intresse hos flera kommuner. Det finns en problematik med att samutnyttja skolgårdar och parker eftersom dessa har skilda användningar i en detaljplan. Kommunernas lösningar har både för- och nackdelar men samutnyttjande av skolgård och park är en bra lösning på att lösa brist på mark i centrala lägen och för att uppnå ett mer effektivt markutnyttjande. Förutsättningar i detaljplaner är olika och det är därför svårt att säga vilken lösning som är bäst lämpad för samutnyttjande av skolgård och park. Typfallet där kvartersmark som inte är planlagd som S, skola är det säkraste fallet om kommuner vill reglera samutnyttjandet i detaljplaner och i genomförandet av dem. Att använda en park som komplement till en skolgård eller att allmänheten använder en skolgård efter skoltid är också bra lösningar om det passar de befintliga förhållanden som råder i området.

En vägledning för hur kommuner ska gå tillväga i sin planering för att lösa samutnyttjande av skolgård och park i detaljplan bör därför tas fram för samutnyttjande av skolgård och park. (Less)
