Sveriges riksdag har beslutat att FN:s konvention om barns rättigheter (Barnkonventionen) ska bli lagstadgad år 2020. Syftet med denna studie var att undersöka hur socialsekreterare vid enheten Barn och Familj uppfattar och talar om sina egna och andra samhällsaktörers tolkning av vad som är barnets bästa, och om de anser att dessa tolkningar påverkar samarbetet med andra organisationer. Metoden som använts i denna studie var kvalitativa intervjuer med sex olika socialsekreterare vid enheten Barn och Familj, från sex olika kommuner i Skåne län. Syftet med denna studie var att undersöka hur socialsekreterare vid enheten Barn och Familj uppfattar och talar om sina egna och andra samhällsaktörers tolkning av vad som är barnets bästa, och om de anser att dessa tolkningar påverkar samarbetet med andra organisationer. I analysen av studien har vi applicerat nyinstitutionell teori och Michael Lipskys teori om gräsrotsbyråkratier, för att illustrera den komplexitet som tolkningen av barnets bästa innebär på både en individ- och organisationsnivå. Studien visade att trots den komplexa och mycket individuella tolkningsgrad som begreppet barnets bästa innebär, så har professionella en gemensam bild av vad som är barnets bästa. Samarbetssvårigheter organisationer emellan grundar sig därför inte på olika tolkningar av barnets bästa, utan snarare som ett resultat av skilda institutionella logiker. När skilda institutionella logiker möts, kan det skapa frustration på grund av brist på förståelse, insyn och orealistiska förväntningar på socialsekreterarnas möjligheter att skapa förändring kring barn som far illa. Studien har därför försökt visa på vikten av professionellas förståelse av varandras roll och funktion i samverkan kring barnets bästa. Inkorporeringen av Barnkonventionen i svensk lag behöver kompletteras med ytterligare kunskaper och stöd gällande barnets bästa inom samtliga fält där professionella arbetar med barn som far illa. Sweden's government has decided that the United Nations Convention of the Rights of the Child (UNCRC) will be made into law by the year 2020. The aim of this study was therefore to explore how child welfare social workers perceive and talk about what affects their own and other community actors interpretation of the best interest of the child, and if they believe those interpretations have an effect on their cooperation with other professionals. The aim of this study was therefore to explore how child welfare social workers perceive and talk about what affects their own and other community actors interpretation of the best interest of the child, and if they believe those interpretations have an effect on their cooperation with other professionals. In analysing our results, we applied the neo-institutional theory of institutional logics and Michael Lipsky’s theory of street-level bureaucracy, to illustrate the complexity involved in interpreting the best interests of the child on both an individual and organisational level. This study found that despite the complex and highly individual nature of interpreting the best interests of the child, professionals working with children at risk collectively want to do what is best for the child. Difficulties encountered in cooperation are therefore not perceived as a result of differing interpretations so much as a result of differing institutional logics. When differing institutional logics meet it can cause frustration in relation to a lack of understanding, insight and unrealistic expectations of the social workers work process with at risk children. This study has therefore attempted to highlight the importance of professionals understanding each other’s role and function in relation to cooperation around the best interests of the child. Incorporation of the UNCHR into Swedish law needs to be accompanied by further education and support in relation to the best interests of the child within all professional fields working with at risk children.
