- Digitalization of education is an ongoing global policy trend that involves actors from both the public and the private domain. However, there is a lack of research regarding how the schools relate to the actors and how they influence the education. This thesis investigates how the National Digitalization Strategy for the School Sector opens for external actors to influence the implementation process. This thesis do this through interviewing officials who were a part of choosing the implementation strategy within two Swedish municipalities. - Digitalization of education is an ongoing global policy trend that involves actors from both the public and the private domain. However, there is a lack of research regarding how the schools relate to the actors and how they influence the education. This thesis investigates how the National Digitalization Strategy for the School Sector opens for external actors to influence the implementation process. This thesis do this through interviewing officials who were a part of choosing the implementation strategy within two Swedish municipalities. Through interpreting their story of the implementation process, this study gains insights into the complexity of the implementation process. Both the interviewees and the policy tells a story of digitalization of education as a journey that the schools must be a part of in order to be au current with the surrounding society. The analysis reviles the government’s organization of the policy process creates room for the decision makers on local level to decide on how to implement the policy. At the local level, the decision makers mobilize actors within their tighter governance network in order to implement the policy. However, there are actors who are not part of the formal implementation strategy, but who still influence it. (Less)
