När avfall kommer på tal, inte bara inom avfallsbranschen, finns idag ett stort fokus på att minska de totala avfallsmängderna och att öka utsorteringen av återvinningsbart material. Trots det ökar de nationella avfallsmängderna. För att göra arbetet med både avfallsminimering och en ökad utsorteringsgrad så verkningsfullt som möjligt, är det viktigt att veta vad som påverkar avfallsmängderna. Syftet med denna studie är att studera vilka faktorer som har påverkat hushållens avfallsmängder över tid utifrån statistik över hushålls avfallsmängder samt avfallets sammansättning. Resultatet kan sedan användas för att optimera arbetet med att utveckla avfallshanteringen.

Trots det ökar de nationella avfallsmängderna. För att göra arbetet med både avfallsminimering och en ökad utsorteringsgrad så verkningsfullt som möjligt, är det viktigt att veta vad som påverkar avfallsmängderna. Syftet med denna studie är att studera vilka faktorer som har påverkat hushållens avfallsmängder över tid utifrån statistik över hushålls avfallsmängder samt avfallets sammansättning. Resultatet kan sedan användas för att optimera arbetet med att utveckla avfallshanteringen.
I studien sammanställs hushållens avfallsmängder samt avfallets sammansättning över tid och detta analyseras utifrån olika utvalda faktorers påverkan. Speciellt undersöks utvecklingen av Helsingborgs stads avfallsmängder under perioden 1990–2017 samt de insatser som kommunen gjort för att minska hushållens avfallsmängder och öka dess utsortering.
Hushållsavfall definieras i denna studie som
• restavfall, matavfall, tidningar och förpackningar av glas, metall, plast och papper.
De studerade faktorerna grupperades som
• styrmedel (administrativa, ekonomiska och informativa)
• ekonomiska faktorer (konjunktur, hushållens ekonomi och konsumtion samt
konsumtionsförändringar)
• insamling (insamlingssystem och arbetsmiljö).
Resultatet togs fram genom att kvalitativt jämföra alla faktorer samt de insatser som gjorts i Helsingborgs stad, med de totala avfallsmängderna och avfallsmängderna för varje studerad avfallsfraktion. Studien visade på att konjunkturen, insamlingssystem samt administrativa och informativa styrmedel hade starkast korrelation med avfallsmängdernas fluktuationer. Dock visade resultatet på att alla studerade faktorer på något sätt korrelerade med avfallsmängderna. Detta visar på betydelsen av att ha ett systemperspektiv vid analyser av avfallsmängder, men också vid utformning av insatser med syftet att påverka hushållsavfallet. Under arbetets gång konstaterades att det finns ett behov av nationella riktlinjer för att ta fram avfallsstatistik samt riktlinjer som förtydligar hur arbetet med avfallsminimering ska genomföras på kommunal nivå. When waste is on the agenda, not only in the waste industry but in general, there is a high focus on reducing the amount of waste and to increase the amount of sorted recyclable material. Despite this, the total waste amount in Sweden is increasing. To be able to minimize the amount of waste and maximize the waste sorting degree it is important to know the factors that affect the waste stream. The purpose of this study is to analyse which factors previously influenced the waste from households, by examining statistics on waste amounts and composition. In the study, domestic waste amount and composition are compiled and analysed on the basis of a number of chosen factors. The study specifically considers the waste from the city of Helsingborg during 1990-2017 and the incentives done by the municipality to decrease the waste amounts and to increase the degree of sorting.
Household waste is in the study defined as
• residual waste, food waste, newspaper waste and package waste of glass, metal, plastic and paper.
The studied factors were grouped into
• incentives (administrative, economical and informative)
• economic factors (conjuncture, household economy and consumption and changes of consumption)
• collection (collection systems and work environment).
The result was obtained by qualitatively comparing the factors and the incentives in the city of Helsingborg, with both the total waste amount and with the waste amount in all the studied waste fractions. The study shows that the factors conjuncture, collection system and both administrative and informative instruments have big impact on waste amounts. However, it is also shown that all factors have an impact to a certain degree. This implies that it is important to have a systems perspective when analysing waste amounts and when designing incentives aiming at influencing domestic waste. While working with the study it was concluded that there is a need for national guidelines on how to gather waste statistic and guidelines that clarifies how waste minimization should be attained on a more local municipal level.
