- Measures against nuclear weapons are prioritized on the international disarmament agenda although Small Arms and Light Weapons (SALW) continue to kill more people. The analysis shows that there is an imbalance between expressed threat levels of SALW and nuclear weapons. The SALW-threat is to a greater extent framed based on ideas central to a broadened and deepened security perspective than the nuclear threat which is mainly based on ideas inherent in a traditional security perspective. However, an overall shift towards a broadened and deepened security agenda can be identified, which may be understood with reference to the debate between the traditional and the broadened and deepened security perspective.
