Abstract
Through a case study of Västra Hamnen in Malmö, this paper seeks to investigate the goal conflicts that exist between walking, cycling and public transport as modes of transportation. It also aims to analyze how the city’s traffic planning has worked with a child perspective in the handling of these goal conflicts, through a comparison with the tradition of advocacy planning. Through a case study of Västra Hamnen in Malmö, this paper seeks to investigate the goal conflicts that exist between walking, cycling and public transport as modes of transportation. It also aims to analyze how the city’s traffic planning has worked with a child perspective in the handling of these goal conflicts, through a comparison with the tradition of advocacy planning. Following an analysis of planning documents and a series of interviews with planning officials, the study concludes that there are several goal conflicts between the development of walking, cycling and public transport in Västra Hamnen. A lack of solutions to these conflicts have led to trade-offs between different modes of transportation, in which public transport and bike traffic have often been prioritized over pedestrians. This in turn could have negative consequences for the independent mobility of children. The analysis has shown that a partial child perspective is used in the traffic planning through the so-called school traffic group, which adopts a form of child-centered perspective and acts as advocate planners for children in the planning and implementation of traffic measures. However, this study has found that there are few substantial methods or instruments for including children actively in the planning process, which indicates a lack of children’s own perspective.
