Abstract
This essay aims to investigate Lund Municipality’s objectives, obstacles and strategies for sustainable mobility. Furthermore, obstacles against reduced and private car usage will be analyzed, as well as the parking standards change and its applications. This is done through a case study of Lund Municipality in Scania, Sweden, in the areas of Brunnshög and Södra Råbylund. The case study involves analysis of documents provided by Lund Municipality and an interview with the Head of Traffic Planning of the municipality. The results are analyzed using a theoretical framework of sustainable development along with the Planner’s Triangle and the path dependence theory. This essay aims to investigate Lund Municipality’s objectives, obstacles and strategies for sustainable mobility. Furthermore, obstacles against reduced and private car usage will be analyzed, as well as the parking standards change and its applications. This is done through a case study of Lund Municipality in Scania, Sweden, in the areas of Brunnshög and Södra Råbylund. The case study involves analysis of documents provided by Lund Municipality and an interview with the Head of Traffic Planning of the municipality. The investigation shows that Lund Municipality do not use the parking standard to reduce private car use even though they have high ambitions for sustainable mobility. Another result is that the parking standard has not changed much between 1978 until 2018, especially considering parking standards for housing. Some improvements have been made, whereas construction companies tend to use the municipality’s flexible parking standard, but there is still a long way to go and the path dependence theory is used to explain why it is not easy to reduce private car use.
