Digitaliseringsparadoxen : en studie av digitaliseringsbegreppet i den nationella biblioteksstrategin

Abstract
Today, digital services and digitization are natural parts of the library operations in Sweden, with the leading player, the National Library of Sweden, as a driving force. However, it is unclear which presumptions about digitalization support these activities. In this master’s thesis I therefore examine the underlying assumptions, and the way they influence how the concept of digitalization is understood and used in a Swedish library context.

Today, digital services and digitization are natural parts of the library operations in Sweden, with the leading player, the National Library of Sweden, as a driving force. However, it is unclear which presumptions about digitalization support these activities. In this master’s thesis I therefore examine the underlying assumptions, and the way they influence how the concept of digitalization is understood and used in a Swedish library context.

In the year 2015, the National Library of Sweden was given the responsibility to develop a proposal for a national library strategy on behalf of the Swedish government. The national library strategy is a document that influences how the library institution is organized. The presumptions about digitalization made in the strategy subsequently entail implications for the library's work and for the library users, which points to the social relevance of the research area. By studying the use of the concept of digitalization in the national library strategy, as well as the documents on which the strategy are based on and comment letters giving response to the strategy, the underlying assumptions about digitalization are made visible.

By using the WPR-approach to identify the problem representations that exist in the library field, the underlying notions about digitalization in the national library strategy became apparent. Based on Foucauldian theories about discursive levels, the authority of the digitalization discourse in relation to other discourses established in the library field, as well as the dominant conditions within the discourse, are analysed. The results of the analysis shows that the digitalization concept is represented with duplicity, a power struggle between binaries and dichotomies such as threats and opportunities, cultural- and economic values as well as accessibility and inaccessibility. The representation can be referred to as the digitalization paradox since digitalization is viewed neither as the problem nor the possibility, but as the solution. (Less)
