Abstract
The thesis represents an instrumental case study exploring the planning and development process of the Norra Sorgenfri neighbourhood in Malmö, Sweden in relation to its envisioned and attested spatial and social inclusivity. The thesis aims to trace the existing dynamics of a growth-equity conflict in the planning and development process of Norra Sorgenfri in relation to the Sustainable Development Goal 11, in regards to enhancing inclusive and sustainable urbanisation, and in regards to providing access to affordable housing. The thesis represents an instrumental case study exploring the planning and development process of the Norra Sorgenfri neighbourhood in Malmö, Sweden in relation to its envisioned and attested spatial and social inclusivity. The thesis aims to trace the existing dynamics of a growth-equity conflict in the planning and development process of Norra Sorgenfri in relation to the Sustainable Development Goal 11, in regards to enhancing inclusive and sustainable urbanisation, and in regards to providing access to affordable housing. That is done by employing theoretical perspectives of urban social sustainability and neoliberal urban planning. The data for the qualitative content analysis was acquired by analysing Malmö City strategic planning documents on Norra Sorgenfri. The data for the thematic analysis was obtained by conducting semi-structured interviews, and by utilising statistics on the rent levels in Norra Sorgenfri, retrieved from Malmö municipal housing agency Boplats Syd. The major findings suggest that the aspired goal of creating a socially-mixed neighbourhood in the case of Norra Sorgenfri, through the perspective and execution of neoliberal urban planning risks creating spatial and social exclusion instead of inclusion, by taking into account the unaffordable rental housing within the neighbourhood, as well as the relative lack of options regarding social meeting places for the neighbourhood’s visitors. However, for the results to be interpreted as explicit, future research is needed to broaden the understanding on the subject. (Less)
