- Abstract
- In December 2020, the Swedish parliament accepted a proposition from the government, stipulating cruise missiles for the Gripen fighter jet should be acquired. This could be seen as a turn in Swedish defence policy since cruise missiles would enable airstrikes inside enemy territory in a conceivable conflict. Furthermore, this capability has not existed before and acquiring it has been criticised as an arms race. The aim of this study is to analyse the process leading to cruise missiles becoming an item of decision. Material has been collected from official documents, media and interviews. This study is pointing out spring 2014 as a time when the neglected state of Swedish military defence, the conflict in Ukraine, the domestic political situation with an upcoming election, the presence of industrious advocates pushing the idea and the readiness of the idea itself led to cruise missiles getting serious attention from politicians and acceptance from public opinion. Since then, the path has led to a parliamentary decision implying cruise missiles should be acquired in the period 2026-2030. (Less)
