Abstract
In 1973 Horst W.J Rittler and Melvin M called traffic planning a “wicked problem”, meaning that the area of expertise is highly technical but also touches upon socio-spatial questions. A wicked problem can never meet everyone's expectations and needs, due to a lot of different interests and values. In order to solve this problem the Swedish government suggested a new method called method of strategic choice (swe. Åtgärdsvalsstudier) in 2011. The method of strategic choice aims to encourage dialogue between different actors and interests in order to make effective and rational decisions based on consensus. Hence, by creating an analytic framework of an ideal democratic decision process this essay aims to critically review how the method of strategic choice can change in order to fully meet the ideal. The following study shows that the focus on being effective and rational makes the method lack in democratic values. This does not mean that the method is undemocratic but, the method does not take normative advantages and inequality in dialogues into account. (Less)
