- Abstract
- This case study focuses on the municipality of Helsingborg and their planning process in Oceanhamnen to include young adults between 19-25 years. The results were analysed and compared with my empirical research and interviews from municipal officials. My empirical research is mainly based on public documents compiled by the municipality of Helsingborg. The documents I used as a starting point was the in-depth study of the general plan (FÖP H+), an in-depth document focusing on housing (PM housing), a detailed plan of the first stage of Oceanhamnen and the land allocation related to the first stage. I compared these documents to my two interviews to look further into what practical decisions were made.

The case study shows differences from the municipality's objectives, in relation to the practical planning process. The control instruments and requirements that the municipality has chosen to use, opposes the goal of adding a social mix to the district. The municipality had the opportunity to control the planning process towards a social mix with varying forms of lease but they chose to prioritize economical and technical factors. Which resulted in that the young adults that are socio-economically vulnerable were not included in the planning process in contradiction to their objective. (Less)
