Abstract
The dichotomy between urban and rural areas is largely based on people’s perception of place and is reproduced by the language they use, both in speech but also in text. Consequently, the language shapes the discourses that take place in the society.

This qualitative study aims to investigate how the urban norm is expressed in municipal planning and seeks to further explore how and in what ways it can influence the physical planning. The dichotomy between urban and rural areas is largely based on people’s perception of place and is reproduced by the language they use, both in speech but also in text. Consequently, the language shapes the discourses that take place in the society.

This qualitative study aims to investigate how the urban norm is expressed in municipal planning and seeks to further explore how and in what ways it can influence the physical planning. Based on semi structured interviews and document analysis the research explores norms and representations of urban and rural areas in two comprehensive plans from the municipalities of Simrishamn and Helsingborg. The material is analyzed through a discourse analysis and interpretation from the theoretical framework.

The results of the study imply that urban and rural areas are described in positive terms. The city and urban areas represent the place where development takes part. Rural areas, on the other hand, are often seen as a place for production and recreation. The thesis concludes that an urban norm is expressed in the comprehensive planning in the municipalities. Based on the results of the study, it is not possible to tell in what extent the physical planning is affected by the present norms and ideas. The result indicates that other factors, such as the unique conditions of the place, has a bigger impact in the development of physical planning strategies. (Less)
