- Abstract
- The study aimed to investigate social workers in the department of children in foster care experiences of their discretion in relation to parents requesting that their children move back home from foster care, a request called “hemtagningsbegäran” in Swedish. The study also aimed to research the social workers views of “Lex Lilla hjärtat”. The study was based on seven semi-structured qualitative interviews with social workers from five different departments. The interviews were held on a video conference service called Teams. Michael Lipsky's theory of street-level bureaucrats and the concept of discretion were used during the process of analysing the material. Discretion can be seen as both a possibility to affect work in a positive way but different limitation factors were also identified which can limit their discretion. The social workers in the study all agree that they have major discretion which allows them to interpret the law in a way which benefits their work and their clients. Their discretion and course of action can be affected by personal values, organizational culture and colleagues values. Discretion can also cause dilemmas for the social workers and one of the difficult parts of having major discretion is how to involve the child during the process. The social workers face a dilemma where the child's involvement is important but the child can also be negatively affected when being involved in recurring investigations. (Less)
