LGBTI Inclusion and Key Population components in International HIV/AIDS projects in Angola: A qualitative research from the perspective of LGBTI Leaderships and International Development Practitioners during the period of 2015-2020

Abstract
In recent years, international development projects have been increasingly working on LGBTI inclusion in sub-Saharan Africa. This study explores how international HIV/AIDS projects with key population components have contributed towards LGBTI inclusion in Angola by analysing the possible challenges and synergies between those projects in the period 2015-2020. This exploratory research combines a desk review with primary data from semi-structured interviews with LGBTI community leaders and international development practitioners involved in the implementation of those projects. In recent years, international development projects have been increasingly working on LGBTI inclusion in sub-Saharan Africa. This study explores how international HIV/AIDS projects with key population components have contributed towards LGBTI inclusion in Angola by analysing the possible challenges and synergies between those projects in the period 2015-2020. This exploratory research combines a desk review with primary data from semi-structured interviews with LGBTI community leaders and international development practitioners involved in the implementation of those projects. Instrumental conceptual characterization of key population and LGBTI Inclusion approaches are provided. Results identified include synergies among the projects in the sense of i) coordination to cover service delivery and policy and law debate and ii) support from those projects to and among LGBTI organizations and groups. The main challenges found were i) civil society environment and the institutional capacities of the LGBTI CSOs; and ii) cultural and religious beliefs of public service providers and authorities. The key population approach has contributed to the LGBTI Inclusion in Angola, but it falls short as the only way to promote the rights and inclusion of LGBTI people. Seminal data suggest the LGBTI Inclusion approach would increase the effectiveness of key population components of international projects. (Less)
