- In recent years it has become increasingly common for Swedish municipalities to calculate local carbon budgets (LCB) that reflects their fair share of the remaining common global carbon budget. The actions can be viewed as an attempt to make a fair contribution in compliance with the Paris Agreement. However, little is known about how Swedish municipalities uses their LCB:s in their daily work and what differences they make in their climate work. - In recent years it has become increasingly common for Swedish municipalities to calculate local carbon budgets (LCB) that reflects their fair share of the remaining common global carbon budget. The actions can be viewed as an attempt to make a fair contribution in compliance with the Paris Agreement. However, little is known about how Swedish municipalities uses their LCB:s in their daily work and what differences they make in their climate work. Against this background, the aim of this study is to explore how LCB:s are used in climate work at the municipal level. In order to achieve this aim a survey with open-ended questions is conducted followed by two case studies focusing on climate work in Borås and Lund. The study shows that LCB:s foremost serve as a knowledge base showing how quickly carbon emissions cuts need to be done. The results from the case studies also show that they, at varying degree, have had an impact on the processes of local climate targeting, evaluation of how local emissions responds to international climate targets and to justify further climate actions. Difficulties emerge when it comes to complies with the LCB:s. This is due to the limited decision-making competence in the municipalities and a lack of local statistics. Important findings of the study are that the utilities of LBC:s depend much on how municipalities decide to implement them in their working processes and that there are different logical grounds for those decisions depending on how they approach questions about power of influence, responsibility and the need for accurate measurements. Men då kommunala koldioxidbudgetar är ett ganska nytt fenomen finns det idag inte särskilt mycket dokumenterad erfarenhet av hur koldioxidbudgetarna används av kommuner för att åstadkomma utsläppsminskningar.
Denna studie syftar därför till att undersöka hur svenska kommuner använder sina koldioxidbudgetar i sitt klimatarbete. Resultaten visar att koldioxidbudgetarna främst används som ett kunskapsunderlag och ett pedagogiskt verktyg för att kommunicera att det är bråttom. Andra användningsområden som uppmärksammas är att de kan fungera som ett stöd vid klimatmålsättningar och uppföljning, bidra till kunskap och motivera klimatåtgärder. En viktig insikt är att koldioxidbudgetarnas funktioner och potential att bidra till minskade utsläpp till stor del bestäms utav hur kommunerna väljer att agera utifrån sina koldioxidbudgetar. Kommunerna har därmed själva en möjlighet att påverka i vilken grad koldioxidbudgetarna ska få genomslag i klimatarbetet. Ett problem för koldioxidbudgetarnas genomförande är dock att kommunerna inte har rådighet över alla utsläppskällor och tillgång på all statistik över de utsläpp som sker inom kommunen. Därför kan det finnas olika uppfattningar om vilka användningsområden en kommuns koldioxidbudget lämpar sig för. Studien kan vara särskilt intressant för tjänstepersoner och politiker inom kommuner som överväger att ta fram en koldioxidbudget och är nyfikna på dess potentiella användningsområden. (Less)
