- Despite an increasing population, a large number of Sweden's municipalities see a negative population-and business development where municipalities in the periphery have an ever smaller population and a business that is deteriorating. - Despite an increasing population, a large number of Sweden's municipalities see a negative population-and business development where municipalities in the periphery have an ever smaller population and a business that is deteriorating. The topic has been addressed in a number of previous studies where it is discussed whether municipalities can achieve growth or instead should adapt to the current situation and instead invest the resources they have in the population they have. The purpose of this essay has been to take a closer look at the strategies and obstacles to development that two small municipalities in the province of Småland, Sweden, are currently working with. To give the study a couple of different perspectives, a small peripheral municipality was examined whose development has been relatively stable while the other has seen a markedly negative development, the municipalities are Gnosjö and Högsby. Gnosjö is a small municipality in Jönköping County that has historically been characterized by manufacturing and today has a prosperous business community and a slightly declining population. Högsby in turn is located in Kalmar County and today has a sharply declining population and a weak business community. The survey was conducted with the help of a document analysis that focused on the municipalities' general plans and interviews with representatives from each municipality. The results have shown that the municipalities work with a number of strategies linked to the population and the business community, but also that the development experiences a number of obstacles where some obstacles are common and some are case-specific. The analysis has shown that both municipalities use growth strategies, but that above all Högsby municipality, which is experiencing a worse development, has also implemented adaptation strategies to a greater extent.
