In accordance with Swedish planning law, residents have the right to affect the decisions of public planning. This is partly done by public consultation, in line with the ideals of deliberative democracy where people’s suggestions are to be treated equally. On the contrary to these ideals, earlier research shows that planners tend to dismiss residents' suggestions, on the basis of what is seen as correct and in accordance with current planning norms.
