Green Public Procurement in Sweden - A Study About Barriers to Municipalities' Organic Food Purchases

The EU has pushed for more Green Public Procurements (GPP) by its member states. Accordingly, Sweden has adopted a GPP policy of 60 % organic consumption in the public sector. The aim of this study is to investigate the barriers which Swedish municipalities are facing to increasing their purchase of organic food. Through a self-completed survey, municipality workers' perceptions of barriers will be gathered, and through a fixed effects regression model, the association between income, education and organic food will be investigated.
