Sweden has during a period of time undergone a transformation from a homogeneous
society to a society with diversity and is today part of the world in a different way than
before. In 2019, almost 20 percent of the population had their origins in another country
and in another culture. In a welfare society like Sweden, which is based on the equal
rights of all people, it is important to take advantage of this opportunity of diversity and
create conditions for equal living conditions. However, immigrants still have
difficulties establishing themselves in the labor market on equal terms. Because of this,
political focus on diversity issues is needed.

Arbetsgivarverket is an employers' organization for state employers and an
administrative authority. They have approximately 250 authorities as members, and
together with the members, the Employers' Agency develops and coordinates the state's
employer policy and signs collective agreements. In 2008, they came out with the
strategy document "Inclusive approach - a strategy for diversity in the state" with the
aim of being a support and tool for its member authorities to achieve the goal that state
activities should be characterized by diversity. The Employer's Agency's purpose is to
support its member authorities to "increase the mix of background and skills that are
important for work, quality and customer orientation" through "strategic long-term
work".
This study is a text-based content analysis to investigate whether Arbetsgivarverket's
strategy to increase diversity in the workplace is reflected in the agency's own Internetbased channels that meet potential new employees. The empirical material was
collected via a selection of the authorities' web-based recruitment channels, which are
aimed at jobseekers, "vacancies" on their website, reflecting its implementation, vision
and strategy. As it is in written form, text analysis is a suitable method.
Few of the selected authorities show, towards potential new employees, any ambitions
regarding diversity and those that do mention this in some ways do so in more general
terms without any derivation to the Employers' Agency's strategy on diversity.
