Forskningsfråga: Hur ser rollfördelningen ut mellan politiker och tjänstemän i budgetprocessen? Hur hanterar kommunerna rollfördelningen i budgetprocessen?
Syfte: Uppsatsen syfte är att förstå hur rollfördelningen ser ut mellan politiker och tjänstemän i den kommunala budgetprocessen. Vidare är syftet att förstå var rollotydligheter kan uppstå mellan politiker och tjänstemän samt hur detta hanteras på ett effektivt sätt.
Metod: Uppsatsen använder kvalitativ metod i form semistrukturerade intervjuer samt dokument som komplement till intervjuerna.
Teoretiska perspektiv: Budgetteori och Rollteori.
Resultat: Uppsatsens resultat visar likheter och skillnader i kommuner kopplat till deras rollhantering och rollfördelning mellan tjänstemän och politiker.
Slutsats: Uppsatsen belyser att det finns otydligheter i rollfördelningen mellan politiker och tjänstemän, främst att politiker och tjänstemän kan överlappa i varandras roller. Vidare belyser uppsatsen att det finns två huvudsakliga sätt som kommunerna hanterar rollfördelning beroende på ifall de har volatila politiska styren. (Less) - Abstract

Purpose: The purpose of this paper is to build an understanding on how roles are distributed between politicians and civil servants in municipal budgeting. Furthermore this paper aims to gain an insight into where role ambiguity can arise and how they handle it effectively.
Methodology: The thesis uses a qualitative methodology in the form of semi-structured interviews alongside documents that complement the interviews.
Theoretical perspectives: Budget theory and Role theory.
Result: The results of the thesis show similarities and discrepancies in municipalities in regards to their handling of roles and role distribution between politicians and civil servants.
Conclusions: The thesis highlights uncertainties in the role distribution between politicians and civil servants, mainly that politicians and civil servants roles overlap. Furthermore the thesis shows that there are two main ways that municipalities manage roles, depending on whether they have a stable or volatile political governance. (Less)
