Abstract
The island of Bougainville has sought secession from their overlord Papua New Guinea for decades now, and it has been one long journey till today. The aim of this essay is to map out this journey from 1975 when Papua New Guinea got its independence from Australia, to 2020, one year after the independence referendum in Bougainville. This is done with the help of process tracing, a method that specializes in the detailed description of events during a certain timeframe. The island of Bougainville has sought secession from their overlord Papua New Guinea for decades now, and it has been one long journey till today. The aim of this essay is to map out this journey from 1975 when Papua New Guinea got its independence from Australia, to 2020, one year after the independence referendum in Bougainville. This is done with the help of process tracing, a method that specializes in the detailed description of events during a certain timeframe. The second aim of this essay is to identify certain events that might have had special impact on the separatism process on the island. This is done with the help of Damien Kingsbury’s theory on motivations for secession and separatism, as well as the counterfactual analysis strategy. In the end, three time periods can be seen on Bougainville: a time of tension building, a time of war, and a time of peace. Five distinct events can also be identified to have affected the process on the island: the failed proclamation of the Republic of the North Solomons, the Panguna mine, brutality made by Papua New Guinean forces on Bougainvilleans, breaking of promises in the peace agreement, as well as the undermining of the Bougainvillean independence referendum.
