- Car parking is increasingly perceived as problematic for urban landscapes; parking occupies large amounts of space and is an important motivator for car use. Private housing developers are an increasingly important player in contemporary urban development. Their responsibility for the provision of parking at new developments means that these actors will have a considerable impact on urban transport systems and cities at large. - Car parking is increasingly perceived as problematic for urban landscapes; parking occupies large amounts of space and is an important motivator for car use. Private housing developers are an increasingly important player in contemporary urban development. Their responsibility for the provision of parking at new developments means that these actors will have a considerable impact on urban transport systems and cities at large. This study utilises a case study of two residential housing projects in the municipality of Lund, Sweden, both of which involve private housing developers. The study employs qualitative methods to identify the challenges for planning for parking at new developments in a sustainable manner. Departing from a collaborative planning perspective, the challenges are framed by an assessment of the relationship between the actors in the planning process. Several factors including legislation, political decisions and the inflexibility of the parking policy are identified as challenges for the implementation of sustainable parking solutions. Further, current parking policy is found to be limiting interactions between the municipality and private developers. The study concludes that multi-storey car parks, which are seen as a sustainable parking solution, are more difficult to develop on private land than on municipal land. (Less)
