- Abstract
- The European union and the Convention on biological diversity require 30% of all land to be protected by 2030, stressing the necessity for increased nature conservation. To meet the requirements different forms of protection are needed. Thus, nature conservation agreements (NCA) relevant for further exploration, as they are not used in as large of an extent as other nature conservation types.
This study aims to understand factors affecting Swedish forest owners when opting out of NCAs. It also investigates factors that can make forest owners more willing to join nature conservation agreements. This study aims to understand factors affecting Swedish forest owners when opting out of NCAs. It also investigates factors that can make forest owners more willing to join nature conservation agreements. The mixed-methods used with semi structured-interviews with county administrative boards and the forestry authorities as well as a survey which was sent out to forest owners.
The results show that economical compensation is the most hindering factor for forest owners to enter NCAs and have the opportunities make it more attractive. Lack of trust towards the authorities is another prevalent obstacle, as well as lack of influence on the decision process and terms in the NCAs. The results from the form and the interviews deviate in terms of the importance of information; the authorities stress the importance of information and education obstacles for entering NCAs while the forest owners do not share this view. They rank information as a less crucial factor for their decision to not enter NCAs. Further understanding of NCAs and forest owners that have opted out of the agreements can help authorities to optimize their strategies and protect more land. (Less) - Popular Abstract (Swedish)

I Sverige betalas naturskydd av staten med våra skattepengar. Det finns flera olika naturskydd som myndigheter som Skogsstyrelsen och Länsstyrelsen kan ingå med skogsägare. Ett sådant exempel är naturvårdsavtal som är en tidsbegränsad skyddsform mellan staten och en skogsägare där skogsägaren får betalt för att staten ska ”låna” marken av dem under en viss tid.
Denna studie visar vad som hindrar skogsägare från att ingå i naturvårdsavtal och vad som kan göras för att naturvårdsavtal ska se mer lockande ut. Detta görs genom att skicka ut en enkät till skogsägare och genom intervjuer med Skogsstyrelsen och Länsstyrelser. Resultatet av studien visar att alla tycker att det är för dåligt betalt. Både skogsägare och myndigheter tror att högre ersättning gör naturvårdsavtal mer intressant. Att det är lite ersättning påverkar oviljan att ingå i avtalen, men skogsägare har även låg tillit till myndigheterna. Överraskande nog kan vi se att de två grupperna har olika åsikter om information. Myndigheterna vill ge skogsägarna mer information medan skogsägarna tvärtom ser det som den minst viktiga faktorn. För att få fler att vilja gå med i avtalen behöver myndigheterna arbeta mer lösningsorienterat. I framtida studier är det intressant att djupdyka och titta på skogsägarnas resonemang bakom enkätsvaren. (Less)
