- This essay has been written by two students attending the Bachelor of Political Science program at the department of Political Science at Lund University. The study aims to examine how theories of policy change explains the decision to extend voting rights to women in Sweden (universal and equal voting rights, 1918) and in the US (the 19th amendment to the constitution, 1920). By applying two theories about policy change - George Tsebelis veto player theory and the Punctuated Equilibrium Theory by Baumgartner and Jones - to real world reforms, we investigate whether theories can explain why these reforms occurred when they did and whether the causal relationships align with the theories.

Through theory-guided process tracing, we compare the two reform cases. We provide background information on the reforms to clarify how and when the theories should be applied. At the end of the essay, the cases are compared in order to clearly identify how policy change regarding suffrage occurred in Sweden and the United States during these time periods, and whether the theories sufficiently can explain how history and reality unfolded.
The results of the study indicate that Tsebelis veto player theory and the Punctuated Equilibrium Theory can explain some parts of the process behind the policy changes and clarify certain aspects and underlying causes of the course of events. However, the theories fall short in explaining other aspects, particularly the importance of social movements and how these were perceived and received by the broader population. Therefore the study is complemented with a perspective from the theory of framing, in order to provide a clearer understanding of the development leading up to the significant democratic reform of women's right to vote.
