Abstract
The following paper analyses public participation and its form and changes in planning processes that shift from phases of temporary urban adaptations to permanent spatial transformations. Aiming to gain a deeper understanding of both the potential and practical implementation of public participation throughout such processes, a theoretical framework was created based on theories of temporary urbanism and public participation, highlighting the possibilities of participation that the different phases in such planning processes pose. The following paper analyses public participation and its form and changes in planning processes that shift from phases of temporary urban adaptations to permanent spatial transformations. Aiming to gain a deeper understanding of both the potential and practical implementation of public participation throughout such processes, a theoretical framework was created based on theories of temporary urbanism and public participation, highlighting the possibilities of participation that the different phases in such planning processes pose. Using Friisgatan in Malmö and its shift from a temporary seasonal pedestrian street to a permanent one as a case study, and by gathering data through interviews and a document analysis, the framework was then applied to analyze the municipality’s work with public participation throughout the process. The findings reveal that while Malmö stad engaged in public participation across the different phases, the full potential for participation offered by each phase was not fully taken advantage of. Furthermore, it is concluded that although the municipality maintained participatory efforts, their commitment to them saw an overall decrease as the process progressed. This decline was found to be attributed to changes in both circumstances and a perceived reduced need for public participation. (Less)
