Abstract
In this paper a set of higher order hierarchical H(curl)

Legendre basis functions is introduced as a basis in the two and

three dimensional finite element method (FEM). The basis functions

are divided into three different sets: edge functions, surface

functions and interior functions. Two problems are addressed in

order to study the $p$-convergence of the representation. In the

first problem the eigenvalues of an inhomogeneous rectangular

waveguide with a rectangular inclusion are computed. The p-convergence is measured for a dielectric inclusion and for an
