Abstract
Although organizational innovation capability plays a driver for the improvement of safety performance of High Reliability Organizations (HRO), knowledge management is a key link and important guarantee for them. However, there is no relevant research on how to achieve innovation of HRO through knowledge management. Although organizational innovation capability plays a driver for the improvement of safety performance of High Reliability Organizations (HRO), knowledge management is a key link and important guarantee for them. However, there is no relevant research on how to achieve innovation of HRO through knowledge management. Previous research highlights that the dynamic and uncertain external environment of HRO requires TiXi thinking to balance the paradoxical needs between safety and innovation and combine the mindfulness characteristics of HRO to reveal its innovation potential. From the perspective of knowledge management, this paper uses research methods including abductive reasoning, deductive reasoning etc. to address the dynamic and uncertain external environment of HRO and the needs of improvisation. First, based on TiXi thinking, this paper proposes a framework and model of knowledge management for the innovation of HRO. This theoretical framework and model comprehensively consider both the improvisation ability from scratch under non-compliant events and the general knowledge creation and management from scratch under compliant events, from the aspects of process, structure, function and environment. On this basis, combined with the organizational mindfulness of HRO, this paper proposes an operation strategy and mechanism of a knowledge management for the innovation of HRO. This operation strategy and mechanism not only fully considers the five-dimensional characteristics of organizational mindfulness of high-reliability organizations, but also reflects the TiXi thinking characteristics including unknown whole, relationship uncertainty, self-organizing emergence and paradox acceptance. The paper not only enriches the theories related to systems thinking, knowledge management and innovation in theory, but also provides systematic and operational guidance for knowledge management in the innovation of high-reliability organizations such as nuclear power and aerospace in practice.
