Against the backdrop of an increasingly uncertain geopolitical environment, growing digitalization, and climate-related risks, issues concerning the security of energy supply have gained greater importance. District heating constitutes a critical societal function within Sweden’s energy system and plays a central role in the climate transition. At the same time, district heating systems are characterized by technical interdependencies, complex supply chains, and organizational challenges. Against the backdrop of an increasingly uncertain geopolitical environment, growing digitalization, and climate-related risks, issues concerning the security of energy supply have gained greater importance. District heating constitutes a critical societal function within Sweden’s energy system and plays a central role in the climate transition. At the same time, district heating systems are characterized by technical interdependencies, complex supply chains, and organizational challenges. This report, which forms part of the project Framtidssäkra fjärrvärmen, aims to analyze how district heating organizations in practice work to dimension and maintain their security of supply.

The study is based on semi-structured interviews with representatives of district heating organizations operating under varying geographical and organizational conditions. The empirical material was analyzed using an inductive qualitative content analysis approach.

The results show that the planning and sizing of security of supply is only rarely carried out through explicit and systematic processes. Instead, preparedness tends to emerge as an integrated part of day-to-day operations, where technical solutions, organizational routines, and experience-based trade-offs collectively shape the organization’s capabilities. The work is only to a limited extent guided by clearly defined scenarios or predetermined capability levels.

A central conclusion is that security of supply cannot be understood as an isolated technical characteristic, but rather as a systemic property that emerges through the interaction of technology, organization, and external dependencies. Vulnerabilities are therefore found not primarily within the technical systems themselves, but in dependencies on, for example, electricity supply, water supply, fuel deliveries, and digital infrastructure. Collaboration emerges as crucial for managing these dependencies and maintaining operations during disruptions, yet it is largely based on informal and person-dependent networks rather than formalized structures.

Against this background, the findings indicate that economic and institutional conditions in practice define the boundaries of what can be achieved. Measures that strengthen robustness—such as redundancy, stockpiling, and reserve capacity—are often costly and difficult to justify within existing business models, creating a clear tension between efficiency and preparedness.

Taken together, the study indicates that planning and sizing security of supply is a complex, relational, and continuous process characterized by competing objectives and external constraints. The findings point to a need for more developed methodological support that can help organizations more explicitly define capability levels, analyze dependencies, and manage trade-offs between cost, efficiency, and robustness. Studien bygger på semistrukturerade intervjuer med representanter från fjärrvärmeorganisationer med varierande geografiska och organisatoriska förutsättningar. Materialet har analyserats genom induktiv kvalitativ innehållsanalys.
Resultaten visar att dimensionering av försörjningsberedskap i liten utsträckning sker genom explicita och systematiska processer. I stället växer beredskapen fram som en integrerad del av den dagliga driften, där tekniska lösningar, organisatoriska rutiner och erfarenhetsbaserade avvägningar tillsammans formar verksamhetens förmåga. Arbetet präglas i begränsad utsträckning av tydligt definierade scenarier eller fastställda förmågenivåer.

En central slutsats är att försörjningsberedskap inte kan förstås som en isolerad teknisk egenskap, utan som en systemegenskap som uppstår i samspelet mellan teknik, organisation och externa beroenden. Sårbarheten ligger därmed inte främst i de tekniska systemen i sig, utan i beroenden till exempelvis elförsörjning, vatten, bränsleleveranser och digital infrastruktur. Samverkan framträder som avgörande för att hantera dessa beroenden och upprätthålla drift vid störningar, men sker i stor utsträckning genom informella och personberoende nätverk snarare än genom formaliserade strukturer.

Mot denna bakgrund pekar resultaten på att ekonomiska och institutionella förutsättningar i praktiken sätter ramarna för vad som är möjligt att genomföra. Åtgärder som stärker robustheten – såsom redundans, lagerhållning och reservkapacitet – är ofta kostsamma och svåra att motivera inom befintliga affärsmodeller, vilket skapar en tydlig spänning mellan effektivitet och beredskap.

Sammantaget indikerar studien att dimensionering av försörjningsberedskap är en komplex, relationell och kontinuerlig process präglad av målkonflikter och externa begränsningar. Resultaten pekar på ett behov av utvecklade metodstöd som kan stödja aktörer i att mer explicit definiera förmågenivåer, analysera beroenden och hantera målkonflikter mellan kostnad, effektivitet och robusthet.
