Legitimacy

- Legitimacy is a relational concept that refers to the perception that the actions undertaken by an actor or an institution are rightful and acceptable. In political terms, an actor enjoys legitimacy if the way it exercises its power is widely considered warranted. In the framework of a major global political process such as the implementation of the 2030 Agenda for Sustainable Development, legitimacy is thus fundamental. In this respect, achieving the Sustainable Development Goals (SDGs) in a legitimate fashion requires that relevant policymaking is attuned not only to the needs but also to the beliefs, norms and preferences of policy recipients.
