Abstract
This article explores the relationship between welfare and warfare during the
Cold War by focusing on the increasing incorporation of civil defence into welfare state architecture from the mid-1950s. Three case studies: a social housing area, a school and a hospital, demonstrate how ordinary welfare architecture had vital functions for civil defence in preparations for the nuclear war. The article seeks to advance the understanding of nuclear and civil defence history by examining how cultural and political ideas materialized in Danish civil defence efforts and by exploring how materiality and architecture in turn produced cultural meaning. This article explores the relationship between welfare and warfare during the
Cold War by focusing on the increasing incorporation of civil defence into welfare state architecture from the mid-1950s. Three case studies: a social housing area, a school and a hospital, demonstrate how ordinary welfare architecture had vital functions for civil defence in preparations for the nuclear war. The article seeks to advance the understanding of nuclear and civil defence history by examining how cultural and political ideas materialized in Danish civil defence efforts and by exploring how materiality and architecture in turn produced cultural meaning. In addition, the article sheds light on a number of civil defence practices such as evacuations, shelter policy and emergency health care that has not previously been covered in Danish historical research. The article argues, first, that civil defence was permeated by the welfare state’s ambition to provide equality and safety to citizens from cradle to grave and sustain social norms such as regularity, cleanliness and calmness. Second, that civil defence architecture materialised and reproduced a myth of the endurance and survival of the welfare state after the nuclear war, whereby it gave material foundation to the claims of the disaster’s inevitability and the idea of welfare in warfare. Denne artikel undersøger relationen mellem kold krig og velfærd ved at afdække hvordan Civilforsvaret i stigende grad blev bygget ind i velfærdsstatens arkitektur fra midten af 1950’erne. Artiklens hoveddel er tre case-studier: et socialt boligbyggeri, en skole og et hospital, der alle havde vitale funktioner i det beredskab, der var etableret af Civilforsvaret for at imødegå den frygtede atomkrig. Denne artikel undersøger relationen mellem kold krig og velfærd ved at afdække hvordan Civilforsvaret i stigende grad blev bygget ind i velfærdsstatens arkitektur fra midten af 1950’erne. Artiklens hoveddel er tre case-studier: et socialt boligbyggeri, en skole og et hospital, der alle havde vitale funktioner i det beredskab, der var etableret af Civilforsvaret for at imødegå den frygtede atomkrig. Ved at indkredse, hvordan kulturelle og politiske forestillinger og ideer om sikkerhed og det gode samfund materialiseredes og omvendt hvordan arkitektur og materialitet fik kulturel og politisk betydning søger artiklen at levere et originalt bidrag til den danske forskning i atomkultur og civilforsvar. Samtidig belyser artiklen en række civilforsvarsforanstaltninger og -praktikker som evakuering, beskyttelsesrumsbyggeri og sygehusberedskab, der ikke tidligere er beskrevet i dansk forskning. Artiklen fremfører det argument, at for det første var civilforsvaret gennemsyret af velfærdsstatstankegangen, ambitionen om at sikre borgernes lighed og sikkerhed fra vugge til grav og sociale normer som ro, renlighed og regelmæssighed. For det andet, materialiserede og reproducerede civilforsvarsarkitekturen myten om velfærdsstatens beståen og overlevelse efter atomkrigen, hvorved arkitekturen gav materiel substans til påstandene om katastrofens sandsynlighed og til ideen om (velfærds)statsligt beredskab.
