- This book has two overarching objectives. Firstly, in an age of increasing globalization and cross-border political activities it seeks to contribute to the debate on the limits and possibilities of democracy in the present and in the future. Even though this objective brings to the fore the issue of democracy in a national context, the main ambition is to examine democratic values and institutions beyond the nation-state’s traditional realms. What possibilities exist for realising democratic values and institutions in a context aside from the traditional boundaries of the nation-state? In what way are the decision-making processes different for such a democracy?

Even though this objective brings to the fore the issue of democracy in a national context, the main ambition is to examine democratic values and institutions beyond the nation-state’s traditional realms. What possibilities exist for realising democratic values and institutions in a context aside from the traditional boundaries of the nation-state? To answer these questions, the author address normative theories (i.e. what is desirable?) and empirical theories (i.e. what is possible?) in order to finally answer the constructive question: How can a new understanding of democracy beyond the nation-state unfold, and by which means can we reach that new democracy? In the thesis the European political integration process is used as a paradigmatic case for the discussion on the overall discourse about the desired and possible future of democracy beyond the nation-state. The author concludes that the present institutional governing of the European Union demonstrates a number of democratic shortcomings regarding democratic norms such as participation, accountability, openness, deliberation and constitutional rule by law for the citizen, but also that it is both desirable and possible to democratize those institutions along a civic democratic line.
The second objective of the study is a meta-theoretical and methodological desire to demonstrate why - and how - a constructive political science approach to politics and democracy can be created and achieved. This should be conceived as a response to the general lack of constructive methodological works within the realms of political research. In order to fulfil this objective the thesis gives space to a more profound discussion on the epistemological and methodological aspects which function as cornerstones for the study. Denna avhandling har två huvudsakliga syften. Det första syftet är att bidra med en fördjupad kunskap kring demokratins begränsningar och möjligheter i en tid av tilltagande globalisering och gränsöverskridande politisk verksamhet. Även om detta syfte i hög grad aktualiserar frågan om den nationella demokratins fortsatta verkansmöjligheter, är fokus ställd på möjligheterna att utverka demokratiska värden och institutioner bortom nationalstatens traditionella domäner. Vilka möjligheter finns det för att realisera demokratiska värden och institutioner bortom nationalstaten? På vilka avgörande punkter skiljer sig villkoren för en sådan demokrati från demokratin i nationalstaten? Dessa frågor aktualiserar både normativa teorier om det önskvärda och empiriska teorier om det möjliga. I studien beaktas båda dessa aspekter för att i slutändan utmynna i en konstruktiv diskussion som söker svar på frågan: Hur kan en demokrati bortom nationalstaten vara och med vilka medel kan en sådan uppnås?
För att kunna besvara dessa frågor på ett substantiellt sätt använder författaren sig av Europeiska unionen som ett ’paradigmatiskt fall’ för den mera generella problematiken kring demokratins önskvärda och möjliga framtid bortom nationalstaten. I sin studie konstaterar författaren att EU:s institutioner och beslutsprocesser i dagsläget uppvisar en rad demokratiska begränsningar, men också att det på sikt är både önskvärt och möjligt att bringa EU närmare en fördjupad demokratiskt organisering. För att får till stånd en sådan utveckling förutsätter detta, enligt författaren, delvis nya institutionella former och tankesätt kring demokrati, suveränitet och medborgarskap. En central idé som framförs i avhandlingen är att en successiv demokratisering av EU skulle kunna formeras kring ett mera pluralistiskt och civilt demokratiskt medborgarskap baserat på en successivt framväxande politisk och konstitutionell samhörighet i Europa.
Det andra syftet med avhandlingen är av metateoretisk och metodologisk art då författaren med sin studie också vill visa på hur en syntetiserande normativ, empirisk och konstruktiv statsvetenskaplig demokratistudie kan motiveras och genomföras. Detta andra syfte skall ses mot bakgrund av den relativa frånvaron av metodologiskt genomarbetade konstruktiva studier inom den statsvetenskapliga disciplinen. För att kunna uppfylla detta syfte ges ett stort diskussionsutrymme åt de vetenskapsteoretiska överväganden och val som ligger till grund för avhandlingens upplägg och ansats. I samband med denna diskussion presenterar författaren också den grundläggande metodologin bakom en syntetiserande normativ, empirisk och konstruktiv statsvetenskaplig forskningsansats. (Less)
