Abstract

Accident data analysis is the common basis for any decision-making process on traffic safety strategies and management. The quality of the data, in terms of completeness (accuracy and precision of information about accidents) and coverage (severity of accidents recorded, but also the level of accident reporting or underreporting), is always a concern because it can lead to wrong decisions. An accident is defined as a set of events that result in injury or fatality due to the collision involving one motorized vehicle or a motor vehicle and another motorized vehicle, a cyclist, a pedestrian or an object. Accident data analysis is the common basis for any decision-making process on traffic safety strategies and management. The quality of the data, in terms of completeness (accuracy and precision of information about accidents) and coverage (severity of accidents recorded, but also the level of accident reporting or underreporting), is always a concern because it can lead to wrong decisions. An accident is defined as a set of events that result in injury or fatality due to the collision involving one motorized vehicle or a motor vehicle and another motorized vehicle, a cyclist, a pedestrian or an object. The terms 'crash', 'collision' and 'accident' are often used interchangeably. The adoption of Vision Zero and the Safe System approach in the entire EU is often leading the European countries to focus on severe accidents, admitting that accidents can happen, but severe injuries or fatalities are not an option. This concept, even if it is of immediate interpretation, requires, among other things, common definitions of accident severity and an effort of each EU Member State to reduce or eliminate underreporting for the fatal and severe accidents.
