Defining parameters of quality in municipal fire and rescue services - a case study in Denmark

The Emergency Management sector in Denmark consists of 24 Municipal Fire and Rescue Services (MFRSs) responsible for providing a justifiable response to prevent, limit, and redress personal injury and damage to property and the environment arising from accidents and disasters. The results demonstrate that several parameters of quality are consistently prioritized within a majority of the plans analyzed. Additionally, the results demonstrate that certain other parameters are not consistently valued as key quality parameters by the MFRSs. The findings on consensuses and differences in the terminology that MFRSs utilize to define their justifiable response are discussed, as this directly effects the specific activities, organization, and proportions of the MFRSs with regards to both prevention and response.
