Security in transportation of dangerous goods by road : evaluation of policy in practice

- This study evaluates the practice of the security provisions in ADR (the Agreement concerning the International Carriage of Dangerous Goods by Road) for the first time. A qualitative case study of an organisational field was undertaken, comprising fourteen semi-structured interviews with four government agencies and eight logistics firms in transportation of dangerous goods in Sweden. Four evaluation criteria were used: security, legitimacy, efficiency, and effectiveness. The results show a lack of common ground and understanding of security. There is a system level perception that the security provisions are ineffective based on a complex regulation, limited compliance monitoring, limited information sharing, and a lack of learning culture. Furthermore, the lack of structured approach to performance measurement and management limits the understanding of strengths and weaknesses. Further research may conduct a process evaluation to diagnose whether the ineffectiveness of the security provisions is implementation failure or theory failure. Finally, this research makes a contribution to theory building by applying the Freight Transportation Security System model. (Less)
