Communication Inequality of Ethnic Groups in Public Health Crisis: State of the Art and Model of Community-Based Crisis Response

- The COVID-19 pandemic has not only posed unprecedented threats to global health but also raised significant concerns about equality and inclusiveness. Drawn on the participatory approach in strategic communication, this chapter proposes a community-based crisis response model to address communication inequality among ethnic groups during public health crises. This chapter assesses current scholarly work on communication inequality of ethnic groups in public health crises. It further proposes a community-based crisis response model that consists of micro-, meso-, and macro-level engagements of societies. Lastly, a vaccine campaign in Sweden during the pandemic is used as an illustrated case for the proposed model.
