Abstract
This report examines how municipal and regional authorities can strengthen their capacity for leadership—that is, their ability to coordinate decisiveness with effective action—in a context characterised by complex societal challenges, constrained resources, and high demands for legitimacy and efficiency. The report is based on interviews with senior elected representatives and public officials in eight municipalities and three regions.

This report examines how municipal and regional authorities can strengthen their capacity for leadership—that is, their ability to coordinate decisiveness with effective action—in a context characterised by complex societal challenges, constrained resources, and high demands for legitimacy and efficiency. The report is based on interviews with senior elected representatives and public officials in eight municipalities and three regions.

The point of departure for the report is that municipalities and regions are to be understood as problem solving organisations; to understand their leadership capacity, one must therefore understand how they define and address problems.
To address these differing types of problems, three organisational capabilities are identified as central: the capacity for problematisation, the capacity for problem-solving, and the capacity for collaboration.

The overarching pattern that emerges is that municipal and regional leadership capacity arises when decisiveness and the capacity for action interact effectively. Such interaction does not occur automatically. The report’s conclusions therefore emphasise the importance of cultivating a reflective approach to leadership, in which learning, openness and the courage to fail are central. Achieving this requires, among other things, the establishment of structures and processes that enable a more exploratory approach, where control is not overly dominant.

The report identifies success factors for strengthening leadership capacity both at the structural level (for example, political agreements, leadership groups, and systems for monitoring and evaluation) and at the process level (for example, the quality of dialogue, organisational alignment, translation, and collaboration).

Finally, the report suggests that a revised understanding of leadership and problem-solving may be required in times of complexity and uncertainty. Governance that is aligned between political leadership and administration becomes increasingly important, as different types of problems place different demands on leadership capacity. While complicated problems can usually be addressed through control and additional information, complex problems require greater flexibility, enabling structures, collaboration and systems thinking in order to enhance political impact and create value for citizens.

Problematiseringsförmågan är en distinkt yttring av kommuners och regioners förmågor att angripa verksamhetens verkliga utmaningar och inte bara symptom. Problemlösningsförmågan är en följd av problematiseringsförmågan då en genuin och grundlig problematisering skapar bättre förutsättningar för bestående och fungerande lösningar än vad en ytlig och svepande problembeskrivning kan göra.
En central förutsättning för handlingskraft är att fattade beslut är begripliga och meningsfulla för de som ska genomföra dem. Det förefaller över lag vara ”lättare” att fatta beslut än att genomföra dem enligt de intervjuade. Den byråkratiska, regelbaserade styrningen som dominerar i kommuner och regioner behöver många gånger stödjas och kompletteras med olika översättningar, dialoger, incitament och visioner i syfte att samla organisationen kring en gemensam riktning. I detta sammanhang spelar den övergripande ledningen en nyckelroll i att samordna och översätta beslut. Upp följning uppfattas som en kritisk brygga mellan beslut och handling, men är ofta eftersatt eller fragmenterad enligt studiens intervjuer.

Mönstret som framträder i genomförda intervjuer är att kommunal och regional ledningsförmåga uppstår när besluts- och handlingskraft samverkar. Denna samverkan skapas inte per automatik utan i rapportens slutsatser argumenteras bland annat för betydelsen av att etablera ett reflekterande förhållningssätt till ledning, där lärande, öppenhet och mod att misslyckas är centralt. För att uppnå detta kräver det bland annat att strukturer och processer skapas som ”möjliggör en mer prövande ansats” där fokus på kontroll inte har en framträdande roll. Framgångsfaktorer för stärkt ledningsförmåga identifieras i rapporten både på strukturell nivå (till exempel politiska överenskommelser, ledningsgrupper, uppföljning) och på processnivå (till exempel samtalsklimat, förankring, översättning, samverkan).

Rapporten avslutas med att peka på att en reviderad syn på ledning och problemlösning kan behövas i tider av komplexitet och osäkerhet. Att styra i samklang mellan politik och förvaltning blir allt viktigare då olika problemsituationer ställer olika krav på ledningsförmågan. Till exempel kan komplicerade problem vanligtvis hanteras med kontroll och mer information, medan komplexa problem ställer större krav på flexibilitet, möjliggörande strukturer, samverkan och systemtänkande för att stärka politikens genomslag och skapa värde för medborgarna
