Abstract
The problems of New Public Management within public administration became a focal point in the Swedish elections of 2014. Shortly after the election a public inquiry (Tillitsdelegationen) was formed in order to address the issues. The aim of this thesis is to examine how and why the inquiry was formed. The object of this study is the policy process which paved the way for the inquiry. The data consists of interviews with actors in and around the process. They are cross-checked with official reports, newspapers and books on the subject. The result of the study is that a well-placed framing of the problem, in the form of a sequence of articles in a large daily newspaper raised the issue to the political agenda and after the election led to the creation of the inquiry. However, due to a lack of concrete policy alternatives to New Public Management and institutional conflicts the aspirations present during the election were diluted in the draft of the inquiry.
