Abstract
The role of the city is undergoing changes, and a new discourse is emerging, where growth-oriented projects plays an important role on the local political agenda, and brings increased competition between cities. There are clear indications on a shift from the local government to interactive processes with private-public partnerships that operates in a project-oriented development of the society.
This essay focuses on local decision-making in urban policy projects, and if transparency, citizen’s influence and democratic accountability can be assured in these processes. The role of the city is undergoing changes, and a new discourse is emerging, where growth-oriented projects plays an important role on the local political agenda, and brings increased competition between cities. There are clear indications on a shift from the local government to interactive processes with private-public partnerships that operates in a project-oriented development of the society.
This essay focuses on local decision-making in urban policy projects, and if transparency, citizen’s influence and democratic accountability can be assured in these processes. The object for the case study is the City of Helsingborg, and three projects that are in different stages of the planning phase, put in relation to the earlier projects completed during the last twenty years.
There is a clear path-dependency between the current and previous projects, and the discourse of city-competition is visible also in Helsingborg. Few political decisions are taken by the politicians. Working groups are appointed, where the decision proposals are shaped. Policy groups are also transformed from formal to informal bodies, dominated by private actors. Information and consultation among citizens is taking place during the planning processes, but often at a late stage, when the project ideas already have taken root. (Less)
