Poverty reduction - the case of Bolivia

Abstract
This thesis brings up possible poverty reduction in Bolivia. The sectors brought up are nonmonetary income, such as education and health. Other areas that are investigated are agriculture, gender differences and indigenous people. The paper starts with a poverty profile characterizing the poor Bolivians. More than six out of ten Bolivians are poor. It is shown that the indigenous people and women who often reside in rural areas most sensitive to poverty. School buildings and health care facilities are scarce in rural areas. The Poverty Reduction Strategy Paper (PRSP) is also brought up. This thesis brings up possible poverty reduction in Bolivia. The sectors brought up are nonmonetary income, such as education and health. Other areas that are investigated are agriculture, gender differences and indigenous people. The paper starts with a poverty profile characterizing the poor Bolivians. More than six out of ten Bolivians are poor. It is shown that the indigenous people and women who often reside in rural areas most sensitive to poverty. School buildings and health care facilities are scarce in rural areas. The Poverty Reduction Strategy Paper (PRSP) is also brought up. It is collaboration between the Bolivian government, the IMF and the World Bank. In this, the Bolivian government has outlined what sectors to invest in and programs to be carried out to reduce poverty. The main focus is agriculture, employment, education and health in the following order. Gender perspective is also given emphasize. When looking at earlier empirics, investment in the education sector may generate positive results and reduce poverty. The outcome is not automatically, though, since it may benefit the nonpoor in a wider extent. Focusing on agriculture has also proved to produce higher productivity. Nevertheless, it has shown pattern of limiting the active role of women. The Bolivian government is to carry out a land reform that will be due to 2006. Land ownership is important which increases peasants’ incentives improved productivity. There are signs indicating that poverty will be decreased in Bolivia but it may not necessary reach the goals in the PRSP. (Less)
