Abstract
The Baltic Sea is one of the largest seas with brackish water and is sensitive ocean partly due to its long retention time and partly due to its high human load or the combination between the two. In Scania there are 33 municipalities where 16 of these are located along the coast. However, due to that the knowledge about coastal management varies between the municipalities Integrated Coastal Zone Management, ICZM, has been regarded as an effective and necessary strategy for maintaining the coast.
The purpose with this thesis is to examine the conditions and limitations for the work with ICZM in the municipalities and to provide suggestions for improvement.

In Scania there are 33 municipalities where 16 of these are located along the coast. However, due to that the knowledge about coastal management varies between the municipalities Integrated Coastal Zone Management, ICZM, has been regarded as an effective and necessary strategy for maintaining the coast.
The purpose with this thesis is to examine the conditions and limitations for the work with ICZM in the municipalities and to provide suggestions for improvement.
Many of the activities in the coast are controlled by the Swedish Planning and Building act, PBL, and can in some perspectives be considered as an ICZM-act. Today, the municipalities have the planning responsibility for the coast, where the Comprehensive Plan is considered as the answer to an integrated planning method for the ocean and the land. The work with ICZM has been developed for many years and there are some international projects to gather experiences from. Nevertheless, it is important to stress that there are considerable differences between countries, regarding management and the work between municipalities and regarding the physical and legal conditions. It is important to look at which factors others have failed upon and how they could be avoided in Sweden when developing ICZM.
Considering interviews with chosen municipalities and the literature study, the fundamental conditions for ICZM has been summed into four different pieces: Local conditions, communication, interaction with stakeholders and the local anchoring, mainly political. Today, many municipalities refer to a lack of sufficient information and resources to implement ICZM or that they already have a sufficient management of the coast. To start implement ICZM there has be a strong local political anchoring. Another criterion is that there is a coordinating organisation to guide the municipalities and to gather information. Another fundamental prerequisite for ICZM is that the communication between users, planners, and managers of the coast is maintained by all parties. (Less)
