Abstract
The Swedish police force is controlled out of management by objectives. Management by objectives is setting goals on national, regional and local levels of the police force in an attempt to developing the company. What knowledge possesses the Swedish police force in how to set goals for a goal oriented business?
The paper examines the goal settings for the police force at national and regional levels based on an analytical framework consisting of four criteria. The four criteria are measurable, brave, simple and clear. By applying four criteria, the aim is to examine how well the police force are on formulating goals, and to examine if the goals are changing through the management chain.

The Swedish police force is controlled out of management by objectives. Management by objectives is setting goals on national, regional and local levels of the police force in an attempt to developing the company. What knowledge possesses the Swedish police force in how to set goals for a goal oriented business?
The paper examines the goal settings for the police force at national and regional levels based on an analytical framework consisting of four criteria. The four criteria are measurable, brave, simple and clear. The second part examines by surveys what knowledge policemen in Lund have about the goals and what they think of the goals.
The results of the study indicates that the police force have good knowledge in how to set goals. When a goal involves other public institutions than the police force, it becomes more difficult to set good goals according to the four criteria.
The answers of respondents in the surveys are more mixed. Some of the respondents have knowledge about the goals on national, regional and local level while others don’t have the same knowledge. A common opinion among the respondents is the opinion that there are too many goals and that the goals controls there daily work at an individual level. (Less)
