Abstract
High and increasing traffic on the railroad requires a more extensive maintenance. Railway technical welding is an important part of maintenance. To meet the wear is a specific arrangement of steel in the rail. The composition of the steel requires that the welding work on the rail material is considered as a special process. Since it is not possible to fully control if the welding is carried out correctly throughout the process when the work is finished, every step needs to be checked. A quality system that stipulates thorough quality check-ups through the whole process is therefore needed. Correct quality also gives high safety and good economy for both clients and contractors. High and increasing traffic on the railroad requires a more extensive maintenance. Railway technical welding is an important part of maintenance. To meet the wear is a specific arrangement of steel in the rail. The composition of the steel requires that the welding work on the rail material is considered as a special process. Since it is not possible to fully control if the welding is carried out correctly throughout the process when the work is finished, every step needs to be checked. A quality system that stipulates thorough quality check-ups through the whole process is therefore needed. Correct quality also gives high safety and good economy for both clients and contractors. It requires both experience and craftsmanship through the entire chain, from procurement officers, supervisors, track welders and inspectors, to achieve this. To perform track welding and be responsible for it requires that a series of conditions are fulfilled, such as educational requirements, experience requirements and quality standards. Trafikverkets specifications do not live to the quality standards in railway technical welding. There are no requirements and the requirements are general and are easy to circumvent in the process of procurement. Trafikverkets regulations are only applicable internally and if the regulations shall pertain for the whole market, the regulations, standards and other documents, need to be made valid through the contract that dictates how the work will be performed between Trafikverket and the contractors, otherwise the regulations will not be valid. The responsibility to make sure that the regulations is included in the contract lays on Trafikverket. The biggest problem is that the rules governing how the welding should be performed are poorly updated and all documents are not even related to construction law. The tender dossier also makes it possible to implement new regulations more quickly. When the regulations are updated, it should be practice to update the templates for the tender dossier. These documents are ones that everyone that is involved has access to and controls the market, and the main factor for this are the fact that money can be earned or saved. In a review of regulation of welding in the model specifications is missing links to the BVC 524.20 Certified welding contractor for the Trafikverket and only a weak relationship to “BVS524.20 welding of rails and rail components. Approval of welding procedures”. These are the regulations governing the quality of the track welding contractors in the Trafikverkets track.
