- This report constitutes that there are factors that may affect capacity assessment within municipal risk- and vulnerability analysis. The scope is an interview survey investigating the attitudes of operators within the municipal emergency preparedness towards factors that could potentially affect the outcome of capacity assessment. Six Influencing factors are identified comprising;
1 Selection relates to difficulties linked to the selection process as well as to the assessor herself.
2 Conflict of interest refers to whether the assessment is impartial or not.
3 Interpretation relates to the influence inflicted by differing interpretations of the task.
4 Experience refers to skills and knowledge of crises occurred in the past and/or... In addition to the influencing factors a number of additional factors were identified by the respondents.
