Power in the relation between users and social welfare secretaries – in a user perspective
The aim of this study was to investigate and analyze how users of social service agencies perceive power in their interaction with their social welfare secretary. Power is a complex term and phenomenon that is hard to define and explain. Power in the relation between users and social welfare secretaries – in a user perspective
The aim of this study was to investigate and analyze how users of social service agencies perceive power in their interaction with their social welfare secretary. Power is a complex term and phenomenon that is hard to define and explain. The law is the greatest source for power and power exercised through administrative authority is one of the clearest forms of power exercised in society. Thus, the relationship between client and social welfare secretary is not evenly balanced. In this study semi structured interviews were conducted with eight users who had personal experience of having received social services. The data was analyzed by the use of Michel Foucault´s theories about power and two major themes were identified; exercise of power and the physical environment. The main conclusions drawn from this study were that the users perceive power in the relationship with their social welfare secretaries as flexible, that it is not always the social welfare secretary that has the power even though they have an advantage in power because they are tools of an administrative authority. Another conclusion drawn is that the physical environment can enhance a perceived feeling of subordination, a feeling of “us and them” if the users perceive the physical environment as sterile and an imposing environment.
